/agree... the recharge on paragon chants is generally MUCH too long. I would rather weaken the effect of the chants if that's what it takes to get a shorter recharge. Some of the strongest skills in the game have a very short recharge (Spirit Bond, Prot Spirit, Heal Party) so I can't really explain Anet's reasoning.
Which skill did you have in mind, I wasn't suggesting anything with 10+ second recharge...
